The rules, before anything else
The Office des Changes administers exchange controls in Morocco, and there are legal restrictions on residents transferring funds abroad for investment. Those restrictions are real and they apply to you rather than to us.
This page will not tell you how to get around them. Whether you may lawfully fund an account with a broker outside Morocco is a question for a local professional who knows your situation.

How the dirham actually behaves
The dirham is not pegged to a single currency and is not fully floating either. Bank Al-Maghrib manages it against a basket weighted towards the euro and the dollar, inside a band that has been widened in stages.
For a trader that has one practical consequence worth knowing: the dirham tends to move with the euro more than with the dollar. If you think in dirham but trade a dollar-denominated account, EURUSD moves are partly a move in your own purchasing power too — a subtlety most traders here never have explained to them.
